Cellular Signal Surveys in Scottsdale and Tempe

Two adjacent cities whose survey work is driven by almost opposite things: guest experience on one side, sheer user density on the other.

Scottsdale and Tempe sit next to each other and generate very different survey requests. Scottsdale work is mostly hospitality and mid-rise commercial, where coverage is a revenue and reputation issue. Tempe work is mostly campus and campus-adjacent, where the problem is rarely signal strength and almost always capacity. Grouping them here reflects how we actually schedule them, not a claim that they are the same market.

Resort campuses break the single-building assumption

Most survey methodology quietly assumes one building. A Scottsdale resort is frequently fifteen or twenty low-rise structures spread across a large site — casitas, a main lodge, ballrooms, a spa, detached conference space, and a golf operation — connected by open desert landscaping rather than corridors. Coverage does not fail uniformly across a property like that. It fails in specific structures, often the ones furthest from the road and shielded by the terrain and mature landscaping the resort was designed around.

That changes the survey. Instead of a floor-by-floor vertical grid, the work is a site-wide traverse with a dense grid inside each occupied structure and outdoor readings between them to establish what is actually available before it hits a wall. Ballrooms and conference space get their own treatment, because a room that is fine when empty behaves very differently with eight hundred people and eight hundred phones in it.

The business driver is different too. In a resort, coverage is not usually a code problem. It is a guest-review problem, a mobile-check-in problem, and increasingly an event-sales problem, because meeting planners now ask about connectivity in the RFP and expect an answer with numbers in it.

Scottsdale's ERRCS requirements are stricter than the base code

Scottsdale is a good illustration of why 'we follow the IFC' is not a sufficient answer in Arizona. The city amends the International Fire Code rather than adopting it plainly, and its emergency responder radio coverage requirements are more demanding than the base Section 510 language — including a minimum inbound and outbound signal strength of −95 dBm, and additional requirements for high-rise buildings covering signal strength and testing protocol.

A −95 dBm floor is a meaningfully higher bar than some neighbouring jurisdictions apply, and it is the kind of detail that turns a passing building into a failing one. If your project is being designed to a generic national template, this is exactly the sort of amendment that surfaces late and expensively. We measure against the Scottsdale requirement where Scottsdale is the AHJ, and recommend confirming the currently adopted edition and amendment set with Scottsdale Fire before design is locked.

Tempe: the problem is density, not distance

Tempe's survey work clusters around Arizona State University and the dense mixed-use development that has grown along Mill Avenue and the Tempe Town Lake waterfront. The failure mode here is usually the second one described in our indoor coverage guide: signal strength that looks perfectly healthy while data is unusable, because a device can hear several sectors at similar power and cannot cleanly separate them.

Lecture halls, arenas and student housing amplify this. A room with several hundred devices in it is a capacity problem long before it is a coverage problem, and a survey that reports only RSRP will confidently tell you the building is fine while users are unable to load a page. Measuring SINR and RSRQ alongside signal power is what distinguishes the two, and in Tempe it is usually the deciding measurement.

The other Tempe pattern is older mid-century campus construction sitting immediately beside new high-density mixed-use. Two buildings a hundred meters apart, built fifty years apart, with completely different envelopes and completely different results.

Working around occupancy

Both cities constrain when we can survey, in opposite directions. A resort does not want technicians walking guest floors during peak season, and the useful measurement window is often shoulder season or midweek. A campus building measured during summer break produces numbers that describe a building nobody is in — which is precisely the wrong answer if the question is whether the lecture hall works in October.

We scope around this rather than against it. Where the honest answer is that the building has to be measured under load, we say so and schedule accordingly, even when that is less convenient than an empty Tuesday.

Can you survey a resort without disturbing guests?
Yes, and it is the normal request. Survey work is a technician walking with handheld equipment — there is no installation, no cabling and no noise. We coordinate routing and timing with the property so occupied guest floors are covered discreetly, and we can work shoulder season or midweek where the property prefers it.
Does Scottsdale really require −95 dBm for ERRCS?
Scottsdale's amendments to the fire code set a minimum inbound and outbound signal strength of −95 dBm, which is stricter than the base code language, with additional high-rise provisions. Because adopted editions and amendments change, we confirm the current requirement with Scottsdale Fire as part of scoping rather than assuming it.
Do you survey ASU or other campus buildings in Tempe?
We survey campus and campus-adjacent buildings including lecture halls, residence halls, labs and athletic facilities. Institutional work generally runs through facilities or capital projects rather than IT, and access coordination for labs and secure areas is arranged during intake.
